President and Founder of CEI, Inc.
 
Steve Provol is the Founder and President of Competitive Energy Insight Inc. the developer and licensor of the EconExpert Financial Modeling suite for analysis of investments and structures for Solar, Wind, Biomass, Biofuels, Bio-Chemicals, Fossil, Nuclear and all other Energy Projects.  Steve graduated with honors in 1978 with a Master’s Degree in Chemical Engineering from the University of Michigan and so brings a combined level of technical, business and economic analysis capabilities and experience to the Energy Industry. 
 
As President of CEI, Steve has over 30 years of professional energy and power industry experience including financial analysis, tax benefit monetization strategies, contract development and negotiations, and advanced computer modeling techniques.  CEI ’s client list includes a broad array of Fortune 500 and smaller independents ranging from finance, project development companies, and utilities, to equipment suppliers, engineering companies and government/public entities, working on projects and portfolios valued from $250 Thousand to many Billions of Dollars.
 
Prior to forming Competitive Energy Insight in 1997, Steve worked for 8 years with Shell Oil Company in energy industry business development, and 11 Years with Ahlstrom Pyropower Corporation in a variety of project development and senior managerial assignments related to energy project development.

WORK SUMMARY
 
Mr. Provol has over 25 years of business and project development experience applied to the Power Generation, and the Power Plant Engineering and Construction Industries, complemented by experience with B2B E-Commerce and Information Security.  This skill set is also complemented by hands-on experience with Windows-based spreadsheet and database applications, and by substantive programming experience in Visual Basic and HTML.

PROFESSIONAL EXPERIENCE
 
6/97 to Present – President, Competitive Insight, Inc., San Diego, California.
President and Founder of Software and Project Development Consulting Company providing business development, strategic planning, software development, project development, and project management services for the energy industry.  Services provided have included support for business plan development, site evaluation, technology evaluations (coal and gas based generation and environmental control technologies), environmental analysis and permitting, contract development and negotiations, analysis of greenfield and acquisition opportunities, due diligence, market pricing analysis, financial modeling, and software design and development.  CEI has developed and marketed a suite of advanced Excel based software tools for the analysis of investments in energy applications.
 
3/06 to Present – Bethel Energy and Bethel Solar Partners   
Consulting support and Principal involved in the development of proposals, PPA negotiations, financial analysis, permitting management, siting and cost estimating for Solar Thermal and Hybrid Solar Thermal Biomass Projects in the Western United States. Lead and completed negotiations of PPAs for 150 MWe of Solar Thermal Power Projects with Major Utilities.
 
3/86 to 6/97  Foster Wheeler / Ahlstrom Pyropower, San Diego, California
1. Manager, Global New Products (6/90 to 6/97)  Department head of 10 person group focused on development and commercialization of new products for the electric power generation market. Mission was to identify, develop and negotiate contracts for commercial application of systems employing the corporation’s proprietary advanced clean coal and gas turbine technologies.   Territories included U.S., Europe and Japan.
2. Senior Product Manager (3/86 - 2/90)  Product line manager.  Responsible for business development, strategic planning and technical support for field sales organization.
 
6/78 to 3/86  Shell Oil Company, Houston, Texas
Senior Technical Representative  - Developed sales and investment analyses.  Activities included coordination of engineering studies, market analysis, financial analysis, discount cash flow analysis, and sales presentations.
